I never state if I supported or oppose the policy. I am simply stating that it has been in place for all federal contracts for decades... it is not a new policy associated with the infrastructure bill.

Preference is not the right word. My wife comes from a generational general contractor family that does big construction jobs, many with HUD. They are a preferred contractor because they have shown over many years and jobs to meet high standards and complete the contract in whole. They are what is known as a Prime contractor.

Prime contractors hire sub contractors and in their contracts with whatever agency are goals for minority and women on the job. They have good subcontractors that easily meet the goals- I think the main plumber they use is a minority and painting is woman owned. But that’s all it is. You report hours worked and wages paid. Simple stuff.
 
Obama was US President for two terms and voted in my privileged whites per the extreme liberal media. What has he done for blacks in those 8 years? Some blacks see that Obama gave them squat. Contrast that with President Donald Trump's 4 years in office and he elevated blacks by giving them not one or two but, multiple job opportunities. He elevated them financially, as well as Hispanics and Asians too. Of course, Obama got filthy rich those 8 years. How the hell did he afford to buy that mansion at Martha's Vineyard at that on his salary as US President? Also, he reportedly spent a minimum of $1,000,000 for his lavish, scaled down (if you believe that BS) party of his.
