Doesn't this have to be in a Bill or something?

Only Congress can offer relief from student debt but Biden has- and has used- limited provisions in the statutes to offer relief to some very narrowly defined groups. - see attached article for a quick summary.

So you might ask then, "well then when does the attempt to get Congress to enact it come up for a vote?" The answer is not pretty. It was hidden in the mega Build More Bullshit Bill that Manchin torpedoed. I think they took it out and immigration out too when the going got tough with Manchin and when the media began to expose more and talk more about the hidden features of the bill. Joe was trying to satisfy the progressives on student loan relief by using special categories to put some duct tape and bondo on it until it was passed either in the BBB or if it looked like the votes were there for a separate bill. Of course the appetite for more is not there now and if it is, the student loan relief will be in line behind the BBB which is a tough spot to be in considering they have other stuff such as the child credit payment extensions that they want more. As Margaret Thatcher said, "Socialism works fine until you run out of other people's money." They be having more needs than they have other people's money right now. Oh, that's right. "Paid for." What was I thinking.

Yeh, they don't really have a plan now. Joe can use emergency powers to maybe defer payments a month or two here and there if the pandemic gets more rowdy but that does not mean the debt is written off.
