I've previously seen very little of Biden. Is he always like that? It was like he was talking politics at happy hour after work.

I've been politically engaged since 92, and I agree with you:).
It's the laughing I'm referring to, not so much the grin. Disclosure: I've never cared much for Biden + I think he's been in politics too long.
