You do realize that anyone can create graphics and post them to the internet. Without links to the government websites --- the graphics are just junk and prove nothing. In fact they probably are just nonsense that have been circulating on COVID denier Twitter accounts.

Health authorities have given conflicting recommendations regarding the use of facemasks by asymptomatic individuals in the community to reduce the spread of COVID-19. For example, the World Health Organization (WHO) states that “at present, there is no direct evidence (from studies on COVID-19 and in healthy people in the community) on the effectiveness of universal masking of healthy people in the community to prevent infection with respiratory viruses, including COVID-19”. Yet, “WHO has updated its guidance to advise that to prevent COVID-19 transmission effectively in areas of community transmission, governments should encourage the general public to wear masks in specific situations and settings as part of a comprehensive approach to suppress SARS-CoV-2 transmission”. This includes settings where individuals are unable to keep a physical distance of at least 1 meter. WHO is also strongly encouraging countries to conduct research on this critical topic.

We do not currently recommend face masks in public settings since the scientific evidence around the effectiveness of face masks in combatting the spread of infection is unclear. However, there may be situations where face masks can be useful despite the uncertain state of knowledge about the effects.

We will therefore, in dialogue with the County Medical Offices, decide on situations where recommendations to wear a face mask could be valuable at national or regional level. Examples of such situations could be a visit to the optician or when you cannot avoid using public transport even though it is crowded.​

In certain situations where it is impossible to keep a distance of 1 metre from others, face masks are recommended as an additional measure to prevent infection from people with COVID-19 without symptoms when there is an increasing spread of infection.
