for example State flags can fly at the same height as the U.S. flag so your made up rule...doesnt exist.

- When flags of two or more nations are displayed, they are to be flown from separate staffs of the same height. The flags should be of approximately equal size. International usage forbids the display of the flag of one nation above that of another nation in time of peace.
Also when displaying U.S. flag with a state flag they can be at the same height under the U.S. flag code.

So there is no law that mandates U.S. flag be higher than other flags.
Also the U.S. Flag code has no punishment provisions because its rule are not enforceable you might have overlooked that haha)
