The third option is that imo the plutocracy apparently wants Trump, but thought Biden could beat him again. So all the media hoopla after the debate was intended to manufacture dissent. Democrats got spooked. But I don't believe Biden had to withdraw.

Even if they didn't, the US would still allow you to cast an overseas vote, unless you renounced your citizenship. And even if you had renounced it, I still wouldn't doubt that you'd be able to cast a vote in the state you were registered in, as they don't have a good mechanism for removing such citizens that renounce.
