Biden was giving a statement about SOMEONE ELSE USING THE N WORD and reading the memo where it was used by someone else. Look at the video where Biden reads the memo which details the use of the word by a staffer.

No one said it is ok, in fact the hearing was to bring up that a staffer used the word and it was wrong.
