Your chart is misleading as it includes war and defense spending.Yes,war funding decreased because of Obama ending the Iraq war.General defense spending was around the same his entire presidency.
They planned it under Clinton, and couldn't pull it off.
They planned it under Bush, and pulled it off.
Obama only cut war spending( by pulling troops from Iraq).That alone did not cut a 1.2 trillion dollar deficit in half
