U.S. and Canada are actually among the least regulated countries. There is a lot of regulation within the EU area, of course in the authoritarian countries it's only worse.

There's 2 ways of interpretation: developed world - play by our onerous regulations, and we don't really care what you do and will respect legal boundaries.
Developing world - don't play by our regulations, we don't really enforce it anyways, but if you piss someone off we're putting you into the ground.
