Best firm to use for opening an account

from offshore, anyone have any info on who would be best to use to trade US markets ?

I have an investor whom wants to open an account and trade but it must be offshore or UK based.

If you have a person outside the US, can that person just open an account with interactivebrokers.com (on the US server) and use the foreign address?
