He has admitted guilt.
However, he serves a better purpose for justice out of prison currently.

The sexual sociopath, the crime is always sexual, the motive is not about sex. Same with Madoff, assuming the motive is money, it is not correct.

And what would that purpose be?
He's not helping the government find the lost/stolen funds.
Why isn't he locked up?
There are thousands upon thousands of mutual funds that receive billions in investor funds and most just get market returns. So if you have the connections the billions are there. He was the chairman of the nasdaq (that's another issue) and had extensive connects to the money world of wallstreet and the jewish community. He didn't need to fabricate returns. People will line up for 15% returns.
How do you know what he is doing?
There is way more to this picture than meets the eye, obviously.
