Benefits of Olympic Games? Make any sense?

Why don't they organise the various sports below according to sport categories during say a six-month period in various places/ countries during a whole year, in order to save a lot of money in building multiple constructions for accommodating/hosting all sports simultaneously!
A decentralised/distributed format!
That means several countries during the year would share the expenditures/ expenses/ costs/ money of the game. Using their existing sport facilities and regional hotels or university dormitories/canteens!
Wealthy spectators can still travel to several cities for the categories of sports they would like to watch, and enjoy different cultures/foods!
Rather than luxury brand new facilities that would bankrupt many wealthy cities potentially, historically!
When building all the new constructions/infrastructures currently, that would increase domestic inflation and living cost of the operating country very easily! Huge risk!!!
Some/many facilities would never or seldom been used again after the Game ! What a waste!
What are the real purposes of the Game??? Spending more and more money each and every game?!
What the Unbelievable! and Irrational traditions!

If the Game each time can be operated/hosted in a decentralisd/distributed format, a relatively poor country/city then can be benefited from the travallers and sportspeople!
That could be also safer due to limited security force/resource each city can provide.
That would be truly a Real Olympic Spirit! At least a sustainable format in the long run! imo

In June, Rio de Janeiro state governor Francisco Dornelles declared a state of financial emergency and warned that public services — including police — faced “total collapse”. Fears about security during the Olympics escalated last month when police held up placards at Rio’s international airport that read: “Welcome to Hell. Police and firefighters don’t get paid. Whoever comes to Rio de Janeiro will not be safe.”
Days later, the Federal Government agreed to hand the state $US850 million in emergency funds. Brazil plans to deploy 88,000 soldiers and police during the Olympics, more than double the number at the London 2012 Games.
