As a member of the FOMC from 2002 to his current chairman position, I would say his amount of responsibility is equal to Greenspan's. Greenspan was the face of the committee, not the only decision maker.

Who do you think was primarily responsible for the internet bubble? Wasn't he the genius who said there was no bubble when stocks were skyrocketing when companies announced stock splits? Wasn't he the proponent of market efficiency, yet whenever there was the slightest bit of trouble he would feel the need to intervene. Well we are finding out now that sometimes the markets need to go down to adjust to market conditions. Otherwise the consequences later will be worse.
He is being seen now as the most irresponsible chairman ever for good reason (by rational people anyway).

Who said anything about regulation? Weren't you the one that mentioned that he was responsible for not letting the US go into recession? Can't have it both ways.
