The Democraps couldn't even pass a budget when they had majorities in both houses of Congress and the Presidency. Odumbo doesn't want anything to do with governing. He just wants to plan his trip to Rio this weekend and have a little fun. Golf doesn't get him far enough away to feel free from the shackles of the Presidency. I'll bet he can't wait until his retirement in 2012.
 
Things like the budget, Libya, etc are beneath him. Obama finds these things "petty" hardly worth his time. Now China, there's a country that's worthy of Obama.

1. Being recognized as The Big Cheese

2. LOTS of vacation time on the public's dime.

3. Fundamentally transforming the US into a Communist-like state... one which looks weak in the eyes of the rest of the world.

"Presidential matters" don't really concern him.
