This is playing out right now with the NYFD. It's a mess. Looks like the (one judge) court is going to monitor and review every applicant to the fire dept.

You call 911 when your trapped in a fire you can hang out the window and cheer that it's not just Bob but Tryone is on the way too. Never mind Tryone can't pass the physical, mental or intellgence exam.
