I believe you got this one backwards. Under Saddam women not only were allowed to show ankles and legs. they were also allowed to show arms and shoulders. They were allowed to attend universities, be doctors, and even Baath party officials. Of course they didn't get to vote for real. Neither could the men.

Now that they can vote, most of those rights are likely to go away, some are already gone, under the Shiite Islamic government.
