Well yeah. Obama was working off a hangover, trying to ignore his job while Bush was on normal business and caught unaware as were about 300 million other Americans.

If Bush knew of the attack he wouldn't have been reading books to kids.

...and once informed of the attack, Bush kept on reading the book to the kids for the next 7 long minutes...
