When you start seeing farmers showing up with vegetables at the local farmer's market ( as opposed to growing opium poppies ) that's a small, but important sign that is a significant metric.
Farmers don't just switch to growing vegetables which will earn them many times less than opium, not to mention it's a bit hard to switch even if you wanted to when you have a fanatic with an AK-47 checking on your poppy fields.
