I think you can access it thru IBKR on Singapore Exchange.

NSE is not open to foreigners.

There are very few Indian nationals over here.
The most famous one is @padutrader.

Nifty Bank futures is available from SGX.
volume is around zero.
I doubt they have Nifty Bank options.
