Ban Uptick, then Ban Short Selling

Blaming naked shorting is fine, but the only reason the absence of the uptick rule would affect anything is if naked shorting laws were not enforced. So enforce the naked shorting regulations and the uptick rule can stay in the dumpster where it belongs.

Up is all things good. Down is bad.

It's really THAT simple.

I also believe the shorting component of the overall mess is about lack of enforcement on naked shorting and related manipulation. Lack of enforcement is by gov and business, as this article from Mar 07 shows:

I believe legitimate shorting to be essential for healthy markets, and I don't care about an uptick, providing it applies to all components in the game, including specialists and MM's.
