I know a developer who has been building strategies for people for years. He is a member of TickZOOM and uses the TickZOOM platform now for his clients. I can refer you if that floats your boat althought he seems busy with clients at the moment.

Try Ninja Trader if you are just starting out. It is free. TickZoom is about $1500 US
An Interactive Brokers account and a free/cheap copy of Visual Studio/VB6/C#/etc is all you need. IB has a free, open and easy to use trading API. Bang out some code in Studio, connect to IB TWS and you got a trading system!
