And regarding the sanctions preventing any high tech type stuff.... pfff... bs.... the Silk Road so to speak.... friggin China or any number of international arms dealers will exploit the shortage and make a nice profit getting the stuff Moscow needs.

So tell us --- are the biggest markets for Chinese factories selling tech - Russia or Western nations? China and their companies are already limiting what technology they are sending to China because they don't want to lose the bulk of their business with Western nations due to sanctions. This is also coupled with the majority of advance semiconductors in the region are manufactured in Taiwan and not in China.

Regarding chips, there's a big difference between supplying a few thousand whatever chips... and supplying 20M to Nio or Tesla.
Russia has scientists, engineers, etc, etc... and you can bet your ass whatever microprocessors, or servos, or any widget they need to build their missles, they can secure on the black market.
