A decision by the Arkansas Supreme Court is pretty meaningless. This still must go up the entire Federal appeals chain.
All the court decisions over Voter ID have been very mixed over the past few months. For the most part Federal Courts have allowed the picture ID requirements (when they are put in place over time) but have blocked other provisions of voter ID laws (ending early voting, eliminating motor-voter, not allowing college campus polling stations, etc.)
