I am going to provide an answer so simple that even the dumbest caveman can understand it.

If you buy treasuries in an account that is covered by SIPC, then your treasuries are covered by SIPC.

If you buy treasuries in an account that is not covered by SIPC, then your treasuries are not covered by SIPC.
