I am watching the quotes and every so often i see a bunch of orders come up for some odd amount like 1600 shares about 3 or 4 times in a row at a certain price...are these people using programs to try and trigger other peoples programs to get the price to move the other way?
Are they trying to fake you out?

It seems everyone is busy trading and couldn't answer your question. Since I'm sidelined at the moment, I'll give it a shot.
Was it a listed security (NYSE) by any chance? If it was then, that person was obviously trying to avoid the blackboxes from detecting his order and pennying relentlessly.

Yup it was a NYSE stock. I saw those orders pop in and out all day and they always popped up at exactly the same time.
