I don’t understand what you’re contending here. Stopping the process due to outside violence threatening lawmakers IS a delay.
What are you arguing? That because it resumed, there was no delay caused by outside forces? Reminder, I’m not talking about debate and rules or procedural additions of time. I am talking about a mob outside of Congress attacking congress causing them the stop the process.
