is arca still paying .002 for stock under $1 on AMEX ?

i made some trades last month on AMEX - now broker is asking to give the rebate money back - saying no rebates on ARCA for stocks under $1 - when did this change ? thx

I don't believe this has been the case for as long as I've been using Arca. Unless you're a MM for the security in question.
