AMP is wrong here. They should open the OP's account.
He is an insurance agent. Using insurance products and fixed annuities as retirement savings tools is not what the pro/non-pro was meant to identify.
Now, if he were selling mutual funds, then he's a pro per FINRA regs.
If he is selling variable annuities, then he's a pro per FINRA regs.
But if he is selling property/casualty, fixed annuities and LIRP's (Life Insurance Retirement Plans) he is in no way a professional investment advisor per FINRA.
AMP should have someone on staff in compliance who knows this stuff. The fact that they don't makes me think the OP is better off putting his money elsewhere.

%%I agree 100% and that is why I added the caveats about whether or not the OP sells mutual funds, variable life and annuity products, or any other securitized financial instruments. Any of those and he would fall under the pro designation.
That still doesn't explain why AMP wouldn't take his account unless they really are such a small, undercapitalized and understaffed firm that they couldn't handle the additional regulatory burden, which is, imo, minimal.
I've had all my licenses in the past, Series 3, 7, 65, Life and Health, etc. But back then this really wasn't an issue that I recall. That might have been because my accounts were always with the firm with whom I was employed.
I think I may have had one broker ask if I had ever been FINRA registered. Most ask if I am currently a registered person, which I am not and haven't been for a long time.
