Bills and resolutions are channeled via lobbiest/special interests, near nothing is a "will of the people" matter as research of bills has shown, its an oligarchy.
When you don't take much money from these groups, small donations etc., it stands to reason you have fewer to try and push through. It also affects fundraising from these groups, you don't do this.
