Anyone trading the DAX

Hi all!
which exchanges in Europe not floor operated?
where i can find list of trading stocks for this exchange?
what do i need to trade them from IB?
on IB page i found this-EUR 29 Cap on all trades.
what is this mean? i was trying to chat with IB reps-but no respond after Hi! how can i assist you))))
any charges for place\cancel orders?
where i can find free delayed data for those stocks?

More...

Europe....most exchanges are NOT floor operated. The USA is the odd one out.

The forum "Eurex Trading" on Elite has a Dax input and some links.
