Compared to what, another platform/chart, and can you get filled at those quotes?
Yep. Compared to another broker. MB for instance.
Dont know much about FXCM execution. At points, price can lag over 3 seconds.

It sounds more like price manipulation or latency than a platform arb opportunity, it might help with holding a trade for a bit longer if their price is lagging though, depending on the trade of course.
