I cant imagine an undergrad running time series decomposition or markov process, or basic bootstrapping.... you now what i mean?:D

To us, it seems so easy, but the theory and concept must be learned. Implementation is pretty useless unless the underlying factors are understood. There's really no short cut.

In general, yes, but there are motivated exceptions. I was on the thesis committee of a honors student this year and ended up working with him quite a bit. I don't think he took a lot of stats and econometrics, but he was pretty quick and I was generally impressed.
