ETF is too complex to build, I don't think anyone can or allowed to do it. Only those company with investor licenses can do it.
Are you talking about the A and B share of the same stock? I think the price difference are still there, but that's not mean it's easily profitable by doing arbitrage since A and B are not convert-able.
Do you know how a chinese citizen can buy directly corporate bonds ? Banks there ime mostly offer bond funds and the bonds prospectuses offer little understanding of what they are worth, especially to a non chinese reader. I'm not sure how helpful it is to go through a broker, nor how reputable are the brokers there.
