If you wish to execute live trades into your IB account you must purchase a license from here http://www.ninjatrader.com/purchase.php.
 
So is NT now able to use i.e. IQFeed or esignal or whatever feed and send trades to IB based on the signals generated through one of those 3rd party data feeds? If so how and if not why not?

Yes this is possible in fact, it has always been possible. Just connect to your feed first, then to IB second.
