there is a significant payout with this contest and it is only available to students. to avoid multiple entries and make sure the contestant is really who they are, a form of identification is required.

I can almost guarantee that since there is a substanital amount of prize money involved that you will have some kid apply for the contest but have his genius/quant/mathematician/market wizard/expert programmer brother who works at a top hedge fund write the code or better yet use an existing highly profitable system.

In my opinion, the prize money should be low so you don't attract professionals. This contest is going to resemble that marathon where the lady took the subway train and finished first.

a faculty member/school needs to sponsor an application since awards are matched with scholarships to the school. you can't remove all fraud but in the case you decsribed above, I still wouldn't be surprised if the students came out on top.
