I guess I have learn something new, my father in law has a cousin that is lieutenant-colonel in the US Army and he is always addressed as colonel, they do not say the full rank. Generals are the same, they get addressed as General even if they are not a full blown general.

You know what I find interesting; the biggest mafia busters are Italians themselves. Rudolph Giuliani, the biggest Mafia buster when he was a prosecutor.
Guiliano Zaccardelli, commissioner of the Royal Canadian Mounted police (RCMP). Ben Soave RCMP superintended in charge of mafia.
Julian Fantino, chief Toronto police force, was superintended of crime unit.
