I don't know that much about stearin candles, and I definitely don't know how much cancer they cause. But I'm pretty sure they are by far not as used as cigarettes.
Besides, it's not really about pollution, nor about you inhaling. It's about passive smoke, that is, the people sitting next to you: they do inhale.
For the cigarette smokers there is probably also the advantage of reducing the risk cancer for them too.
In one of the regions of Italy a study has been made some time ago. I don't really remember how much lower the number of new lung cancers was since the law became effective, but it was pretty significant. Around 10%.
Not that I'm trying to defend the law, I like smoky bars. But there is a point
