Any stock and Forex Broker Offering ATM/Debit Card For WithDrawls/Deposits?

if anybody knows who is giving debit card/atm card to non US resident for withdrawals or deposits?

this is not relevant to what i'm trying to say..
in many countries residents are not required to disclosure their brokerage accounts in foreign counties(Russia comes to mind as an example)
it would be perfect tax evasion tool,where you can make money in US and withdraw them some place else,not in your country of residence,not in US,using ATM machine. isn't?
how to hell local IRS would know about this source of income?
