Asking election officials to find you thousands of votes to reverse the results of an election is trying to overturn an election.
The Election in Congreff had not yet happened. There was no election to overturn. They were however, trying to get the correct set of electors to go vote in the election. Nothing illegal there, however if it goes to jury he will be convicted.
