The cops stood around and did NOTHING. The parents outside the school could hear the later shots.
Remember it was the federal CBP tactical team that had enough of the lack of action from local police who went in on their own initiative and stormed the classroom.

Oh they heard the shots but Chief Carnac the Magnificent thought that he had a secret batman decoder ring or something that told him that when the shooter stopped firing it meant that he had switched over to hostage rather than killing mode. No one else had a secret decoder ring though, including the next round of kids that were shot.
I think it's Amercian police department training that once you have heard the clip empty, stand back and wait till they bleed out as dead is less paperwork.
One can safely assume the local cops did not intend to be the talk of the whole world and inspiring this new design. It seems to be the case of their boss being unworthy of command having taken thirty years to finally get it. Peter principle etc.

Three of them were wounded (grazed by bullets) in the school and the shooter then retreated to a classroom and they were then told by their commander to stand down even though there were more shots and children screaming inside the classroom with the shooter.
911 gets phone calls from inside the room, from children, saying there are multiple victims.
At that point, they should have stormed the classroom as their training dictate they should do although their training dictates that they should have stormed the shooter in an "active shooter" situation in the school when officers were first shot.
Then sometime in the timeline...someone stated they needed a key to unlock the door and that they were waiting for the person (a janitor) for the key when in reality they had been told by their commander to stand down and wait for additional equipment and a tactical team.
I believe most of the kids were shot in the first few minutes after the shooter gained entry into the classroom.
We should find out later from coroner reports if those children had immediately died or died from their wounds after bleeding out during that one hour of waiting...during a time when 17 - 19 police officers stood outside the classroom door doing nothing while listening to crying and screams from inside the room.

Simply, the police knew exactly what was occurring in that classroom while they stood outside the door...just waiting.
It's time for the Uvalde community / Mayor that loves hurling profanity on national TV for all to watch to fire the Police Chief although he still may be able to keep his position on the board after being elected to it.
If they can't fire him...do a recall vote and put pressure on him to resign.
