It might get to your idea eventually but there has to be some compromise. It does not seem to matter how many times I read the 2nd, the intent is always that it was for a communal local defensive force*, not to be a hobby for jerk offs. To honor that you need younger guys trained to act as teams and trained to specialist levels if they have the aptitude.
*I know, they then made a federal army anyway giving up on some of the trust issues early but arguably militia make sense in parallel.
How about we do this first Come up with a system that prevents someone from buying a weapon, who is CLEARLY mentally ill, has a record of threating suicide and killing others, maybe, just maybe we can work on that before we turn ourselves inside out which a bunch of bullshit laws that won't work so long as a FUCKING HEAD CASE CAN STILL BUY A WEAPON...LEGALLY. What in the holy fuck does it take before the morons who are supposed to be in charge of this shit do their job? Just the simple, basic, obvious to everyone and anyone with an IQ of fucking 60. What really needs to happen is that every single dope who green lighted this purchase needs to be in a jail cell. The, it's impossible to believe anyone can be this fucking stupid father who signed for his crazy kid to make the purchase. The same kid who was threatening to kill him a year earlier. Every single person who approved the sale. Maybe that will get their fucking attention. Daddy is a well healed businessman who also ran for Mayor of the town. He is directly responsible for the purchase of the weapons. Ideally, he should rot in prison next to his kid. At a minimum he should languish in civil court until he has lost every single dime.

So everyone needs a manditory identity card linked to their entire medical and criminal database? A gunshop owner just looks at the googly eyes and checks their record?
In fact, yes, I would approve of a mandate that a person must provide all medical history that includes any history mental illness when purchasing a firearm. I would also approve that any Gunshop owner can refuse service to anyone, at any time, for any reason. I also approve of a mandated waiting period of at least 7 days on any purchase, mandated firearm training, 20-40 hours which includes training on legal obligations, and a psychological profile given before the weapon can be actually in your hands if the instructor(s) observe red flags. All of this at a reasonable cost. Can't do it, don't like it, then live with the consequences and nobody gets to bitch about the next killing.

This is something we can all agree on, the three have to align for a mass shooting. Right now people who have a hard on for authoratarian society want all focus on Motive plus Opportunity and none on Means. They would like it if a sherif or other had the power to commit a kid for evaluation and a board to institutionalise and not because of mass shootings but as a tool to harass their political foes.
There is no non-nefarious reason not to look at means as every other country has motive and opportunity but not US levels of killings. If you think OK, its great mental health stops it, the Nordic countries have lots of this and they have massive suicide rates.
Its means that matters. I would raise the age to 24, 21 is not enough but way better than 18. I'd regulate marketing for guns, same as cigarettes are treated. Guns make men weak, conflict resolution is a learned skill.
I like the Colombian approach where if you do get a permit, only the army is licenced so sell a firearm, there's a limited choice and it's not a thrilling consumer process of browsing guns.
