Just like Henry Ford started out with the model T and now you have supercars, the e-cat would be just the first generation of cold fusion devices. If Rossi could make something with a ~10x power gain spending a shoestring budget, then a large corporation with deep pockets might be able to make something up to five times better at a much lower cost.

You see, some people (like Random.Capital) and others, especially those of jewish roots in positions of power will always:

- spread disinformation
- posts their "concerns"

The main possible delay in this could be due to IP concerns and not necessarily the technology. They only have 1 patent in one country as far as I can tell. And, already, people are trying to replicate the Ni-H cold fusion reaction. Obviously, Rossi and the two companies don't want someone else to steal their technology. If the 1MW plant works and in independently verified to produce clean cold fusion power, that should erase the patent offices' concern that the tech does not work.
So, there might be a delay in the mass use of this tech until many patent offices change their restriction on granting CF patents. This could happen soon after the 1MW plant is showcased, if the 1MW plant works.

Even when all the skeptics are completely satisfied, the job of making people aware will still be needed. The first delay will be a toss up between court battles and safety. During this time, knowledgeable people will have to saturate the general population and the mainstream media with all the information that will make this device know and wanted. You know as well as I, people can't demand what they don't know about. There will be countless struggles, industrial espionage, reverse engineering and everybody wanting a piece of the smaller pie. Disinformation will continue with the cost of units and how unsafe they are. Keep them aware especially after the unveiling.

Just govt/DOE use by security clearance but all commercial use is licensed and locked away for 5 years for say a cool $1B.
