Yes, Obama's discretionary spending is the point, as you say. The MarketWatch data IS evaluating that, comparing its RATE of growth to the RATE of growth under the previous four presidents, and found it to be the lowest RATE.

1. Get some bifocals old man. The chart in the link on the OP, the one everyone is using, attributes all of FY09 as Bush's budget. The fact is that Obama signed that budget, he is resposnisble for it and it makes all the differerence in the world with those percent changes. It is a gross and dishonest manipulation just get some meaningless percent changes to appear lower and impress idiots.

Its fucking stupid to compare Canada ,Norway, Australia,etc with the United States. These countries have huge natural resources relative to an extremely low population, not to mention various demographic, cultural and historical differences.
