Now nothing says you have to be a U.S. citizen to obtain a driver's license, you just have to pass the written and driving test but this law puts in justifications that sound a little stupid.
The Democratic state Senate passed the bill 33-29 following its approval in the state Assembly last week. Its passage followed a monthslong push from immigrant-rights advocates and lawmakers, who argued that it would protect undocumented New Yorkers and make the state's roads safer (SO....RATHER THAN PUNISH THEM FOR DRIVING ILLEGALLY WITHOUT A LICENSE, JUST HAVE THEM GET A LICENSE)

This really stretches the intelligence of creating an intent for drafting a peice of legislation. Rather than address the bigger problem, create a bullshit one (undocumented workers are driving like maniacs all over the place causing accidents) and then solve it but do nothing at all about the bigger issue.
