Americans Have Never Been Dumber

The ACT has been taking market share from the SAT for years, and now 1/2 of high school students who take a college entrance exam opt for the ACT. So, one must take the trend in ACT scores into account before drawing general conclusions. Also, The decline in SAT scores does not jibe with the general rise in IQ scores.

In any event, when was the bulk of the American populace not too bright?
 
Also many school systems now make nearly all students take the SAT whether they are college bound or not. This -along with the constant alteration of the exam - has led to a decline in average scores.
