Never like to pay attention to these news policies, adhere to their own trading philosophy, with "0.01 hands "can basically achieve stable profits, the policy impact is difficult to estimate.
 
You are confusing 2 things.
First you are confusing the Deficit (the amount the government spent minus the amount the government received, in the last year) with the Debt (the total of all the yearly deficits).

Second when politicians say that they have reduced the deficit, you would naturally think that meant that this year the government is spending less than last year. What they mean is that at the beginning of the year, they state the total that they will be spending in the coming year. Then after political pressure, they cut some items from this wish list, and claim that they have reduced the deficit.

The US borrowing at interest instead of printing money out of thing air in important for two reasons:
1) It creates a disincentive for borrowing. Imagine how reckless our politicians would be without it. (This helps protect the value of the USD)
2) It creates demand for US currency and US debt because investors want that interest.

We do in fact cover 100% of all deficits with printing. Then later we issue Treasuries in amounts equaling the deficit. This gives the appearance of borrowing. The U.S. in its present reincarnation does not actually borrow so much as a penny. It's impossible for any country to borrow the money they print -- but it is not impossible to make it look like they are borrowing! In actuality, the USA issues ersatz debt; not real debt. We do this for several sound reasons.

As an actual t-bill holder I will confirm that
  1. They took my money
  2. They paid me interest
  3. They returned my principal
That is what borrowing money is.
