I've attached an image from wikipedia to remind you who nominated Powell. Trump is an absolute clown. A good response might've been "disappointed with my pick for chair". A better response would've been "we have to trust the people with economics degrees to give us guidance". Instead this asshat compares Powell, a man he nominated and was given the position by the senate full of loyalists, to Xi a brutal authoritarian. What a complete clown.
It is impossible at this point to understand someone who supports Trump's economic policies. You'd have to have a few extra chromosomes lying around.

I speculate he could do it via any of the recently passed DHS-friendly laws. However the president, in theory, cannot create or enforce laws. Doing something like that would be a literal disaster and everyone across both the aisles would start calling him a tin pot dictator, and rightfully so at that point.
