In the above quote Apex is clearly stating that you can count him in on the bet on one condition. Thus, without that one condition having been met, he is not "in".
Anyway, this is all getting quite old. Nobody really cares. This all seems a bit surreal, like an episode of Tom and Jerry. It wouldn't surprise me if Apex and RB were actually the same person, just putting on a show.
