Let's break it down.

Who decides to go to war? The leader.
What is in the leader's best interests? Himself, his friends and family, his country. In that order.

War:
-It costs money
-It angers his subjects
-It fuels the economy via increased military production.

If you win: You get the resources.
If you lose: You've just invested a lot of money and there is no return.

A leader will only enter a war if he thinks he'll come out profitable.
