He lost, but miraculously democrat pollworkers kept finding more and more ballots for Franken. The counting was declared over when they had produced enough "ballots" to nudge Franken over the finish line.
The tricky part about this isn't producing the fake ballots. It's knowing how many to produce. If Jones had won by a huge margin after "records" showed obama-level 125% turnout in black areas, people would have had to cry foul. You have to hold off to the last minute so you know how many votes you need. In this case, the hurdle was the automatic recount number, which was .5%. In Alabama they did that by delaying results in Mobile county, a heavily black democrat district. It's "results" were reported well after those from Moore counties. Other results were suspicious. Jones had a 20k margin in Madison County, a county Trump won by 17,000 votes.
